Public service announcements make people aware of the dangers in society. A good PSA makes one feel emotional and drawn to the commercial. You can get someone to take action by using interesting statistics in your PSA. If I was to do my own PSA it would be about hungry children. Using the children aspect people with sympothize with my commercial.
